Investing in Police and Developing Skills
Meeting the needs of modern policing requires constant focus on member training and development. This is what makes police capable and professional.
Recent commitments to substantially increase police recruitment have served to highlight an over-reliance on the Victoria Police Academy at Glen Waverley as the sole training location for induction, and principle training location for ongoing refresher training, professional development, and education.
One of the most concerning training gaps in Victoria Police relates to a lack of access to training and development opportunities for the 30 percent of Police/PSO members in country and regional areas compared to those who work in greater Melbourne. This gap is substantial and impedes career development and capacity.
TPAV believes that investment in emerging technologies is required to provide an opportunity to bridge this unacceptable gap.
Police are also in desperate need of operational safety training facilities in regional centers that meet the high standards of those recently-developed facilities at Craigieburn and the Academy. While recent investment for training facilities have targeted specialist police, there is a growing need to expand operational training facilities for general duties officers who are nearly always the first to respond to critical incidents.
- Victoria Police and Government consider the development of additional satellite training facilities to complement those at the Police Academy.
- That Victoria Police investigates alternate decentralised delivery of training, at facilities open to use by regional police. Training should incorporate new technologies that provide distance learning platforms, such as virtual classrooms. This will enable members in regional Victoria to access training located at key regional centres. This focus would also improve access to training for members with carer responsibilities removing barriers that currently impede development and promotional opportunities.
- That improved operational safety training facilities be provided for police in regional Victoria with safety features and technologies of the same standard as those constructed for police in greater Melbourne (ie: Indoor Firing Ranges, Hydra Training, and scenario facilities).
